With Black Mask taking over the industrial Downtown areas, Carmine Falcone firmly placing himself in control of the wealthy Uptown area, and The Penguin fitting himself neatly in between in Midtown, these three have gained immense influence without vigilantes around to beat them back, Even after Batman's return, they remain a constant threat that is nearly untouchable. What path will you choose to navigate this crime-ridden city?
