Shortly after that, the Siege of Windhelm marked the end of the Skyrim Civil War, and the Empire once again reclaimed its hold on the province. A period of reconstruction followed with the aid of heroic individuals and the guilds of Skyrim. In 4E 221, the full effects of Imperial ruling and submission to the White-Gold Concordant were cemented. Now, with both the Thalmor and the public’s negative opinion of them stronger than ever in Skyrim, time will tell if the people remain tolerant or if they rise to meet their oppressors.
